The Amateur Radio Parity Act S. 1685 has been endorsed by the US Senate Committee on Commerce, Science, and Transportation. In the voice vote on November 18, two Senators — Bill Nelson (D-FL) and Brian Schatz (D-HI) — asked to be recorded as voting “no.” The Committee held an executive session to consider the various legislative measures and nominations.

“Our work is not finished on the Senate side of Capitol Hill, although this is a huge step forward,” said ARRL President Kay Craigie, N3KN. She urged ARRL members to continue to write, call and e-mail their Senators about S. 1685 to build up its support for the future. “We know that members’ response to the call for a communications blast last week made all the difference for some Senators on the committee.”

S. 1685 picked up another Senate cosponsor on November 18, when Sen Jerry Moran (R-KS), who sits on the Commerce Committee, has signed aboard the bill. “ARRL members in Kansas should contact his office to say thanks,” President Craigie said. “Having an additional cosponsor who’s on the Committee is especially good news.”

On hand to observe the Committee mark-up session were ARRL Hudson Division Director Mike Lisenco, N2YBB, ARRL CEO David Sumner, K1ZZ, and ARRL General Counsel Chris Imlay, W3KD.

President Craigie encouraged ARRL members in Florida and Hawaii to keep contacting Senators Schatz and Nelson, urging them to change their minds about the legislation. “Don’t be harsh or angry,” she advised. “Keep it factual and courteous, and don’t give up.”

On November 5, US Sen Al Franken (D-MN) signed on as the second cosponsor of S. 1685. That legislation and its US House twin, H.R. 1301, call on the FCC to extend the limited federal pre-emption of PRB-1 to cover private land-use restrictions such as deed covenants, conditions, and restrictions (CC&Rs). If the legislation becomes law, radio amateurs living in antenna-restricted communities would have the opportunity to negotiate with homeowners associations to install an antenna that reasonably accommodates Amateur Radio communication.

H.R. 1301 has 114 cosponsors as of November 18. President Craigie said ARRL members should continue to urge their Representatives to cosponsor H.R. 1301 and to thank those who already have signed on.

Go Bags: For Emergency Responders. We all have have a good ideal what should be in them, but the question is WHICH BAG?

For all members of any Emergency Response Team(FEMA TF Teams, ARES, RACES, CERT and others) we learned early on what we need to take when we deploy. The standard kit: Clothing, medicines, Comms gear along with backups, First Aide kits, personal care items, sleeping bags/tents, cooking kit, food etc.

Your loadout will depend on what type of deployment you are sent on be it a 1-2 day search and rescue or a multi-week Katrina event.

The common denominator in all of this is the BAG. I have everything from a small ruck for a day community service event to a large expedition pack used for multi day/week deployments or back packing trips.

An under-utilized knowledge base for Ham Radio Operators and it’s free!

We all enter into Amateur Radio for various reasons.

My reasons were two-fold:

1.To augment my preparedness for situations that may render Amateur Radio the only means of communication available

2.To give a little back to the community by assisting with Emergency Communications as needed.

The first was easy, the latter has taken me on a journey that has led to a few incredible discoveries.

In order to be a communications volunteer to assist your community with the government, and to be taken seriously, one must begin the process of obtaining education about it. The first tier is usually ARES (Amateur Radio Emergency Service) and progresses in steps all the way to the Federal level. And yes, FEMA and Homeland security use Amateur Radio operators.

The first steps into the learning process would be taking the free FEMA Incident Command System online courses, starting with the basic four that most agencies require, ICS-100, ICS-200, ICS-700, and ICS-800. You can find the links to these courses here https://training.fema.gov/is/nims.aspx

These courses will guide structure, layout and lingo that the Federal Government takes when Emergency Management is called into action. They are completed online and a nice certificate of completion is emailed to you upon successfully passing the online test.

If you wish to move up the ladder, you’ll have to locate where the ICS-300 and ICS-400 are being taught, as they are classroom only versions that will be required to work in the actual Emergency Operations Center (EOC).

After all of this, I promise you’ll be a cool headed operator in the face of mass confusion, but wait, there’s more! You can also obtain AUXCOMM certification from the Department of Homeland Security. This is a two day class taught by DHS instructors. This will give you a lot of beneficial skills and knowledge required to operate Amateur Radio in any disaster. And so far, your total investment in a wealth of knowledge is 0 except for your time.

Now back to the FEMA site. Go there and get the course catalog. There is a lot of information there even if you don’t want to pursue Emergency Communications. My favorite was ICS-324, Hurricane Preparedness. Since I live on the South Carolina Coast, this was a great resource that taught me much about prediction cones, surges, and criteria that dictates who gets evacuated and when. I promise there will be something of interest to all.

I was just about ready to buy a pair of the inexpensive China HT UV-5R+ last October from Amazon when I noticed that BF-F8HP was available and according to the marketing drivel it was boosting 8 watts out!
( A quick note on the BF-F9 v2+ scam at the end of this article)

While the F8 was about 2X the price of the 5R, the extra power out intrigued me. You know HAMs, we have got to have the latest and greatest. So I sprung for 2 off of Amazon for $62.89 each plus some accessories.

The radios arrived in 2 days due to my Amazon Prime account and unboxing began. The radio seemed well made or as well made as anything fresh and new without any testing.

The manual was great looking, but after trying to dig through it, I realized that is was the typical Chinese translation only in a flashy package. It’s enough to get you familiar with the radio, but leaves a lot to be desired.

Manual programing is not too difficult once you get the process down. The manual is not bad for programing help and if necessary there are a few good YouTube videos out there to walk you through it as well.

BF-F8HP MANUAL

As usual with the BaoFeng radios, the free CHIRP software is available to program the radio. When you buy any of the BaoFeng radios you will need to buy a programing cable and download the CHRIP software as the radio needs to be initialized before use. You actually have to read/download data from the radio to the computer before you can program it.

When buying the programing cable be sure to buy the BaoFeng cable not a cheap knockoff. Most all issues with these radios/CHIRP comes from using a knockoff cable with a bad chipset. I spent $20 on the cable and never had a problem except for trying to force CHIRP to accept the same data from my fields in the RT Systems software I use for the old standby Yaesu FT-60. More about that later.

I tried to export from the RT Systems software(I use to program some of my other radios) to Excel and then importing that into the CHRIP program and had a hell of a time. That’s where the intrepid Chirp User Group came to the rescue. http://intrepid.danplanet.com/mailman/listinfo/chirp_users

I posted the issue I was having transferring data between RT and CHIRP and one of the members told me to send him the file I was trying to import and he would look at it. I did and about a day later “Jim” sent me a new set of files that I could compare. DUH! It was obvious what I was doing wrong. Here are screen shots of the RT Systems screens vs the Chrip Screens for the same files(with some minor order changes)

I imported the file into CHRIP and Uploaded to the radio and everything was right with the world or at least my new radio. Fired it up and started hitting the local repeaters without issue.

Total for one set was $156.96 plus tax because in AZ, Amazon has a distribution center here. The nice thing about them being in my back yard, on most items that Amazon sells, I do have the option of ordering in the morning and having it delivered to my door by that evening. Dangerous!

The first real use of the F8HP was last weekend during a Chandler CERT training event where our team provided comms for each of the walking teams handing our drowning prevention flyers. http://www.chandleraz.gov/newsrelease.aspx?N_UID=3032

Now the flyer hangers did not need us, but it gave the CERT Comm Team a chance to practice deployed communications with a remote Network Command Center using go boxes instead of using the Chandler City Emergency Command Center Comm Room. We had 6 Chandler CERT Comms guys along with 2 Phoenix CERT Comms guys who came over to lend a hand.

The remote network command station was set up in an outdoor park with 2 ea Diamond X50 antennas on tripods. 2 “Go Boxes” with radios/batteries/Solar panels and other gear rounded out the equipment.

We have a City of Chandler Repeater that is our normal CERT16 unit, along with a secondary City repeater at the Chandler Hospital. We also establish a “Simplex” channel in case the repeaters went down(Back Up Plan). Here is a copy of our ICS-205 Incident Radio Communications Plan that we used for this event.
Walking with the swim teams hanger flyers each RADO would report in locations, rogue dogs(1 reported), injuries(did not have any) and anything else that was required like needing more flyers or water for the walkers.

I have to say the F8 was the hit of the day. All of my comms even on simplex were loud and clear while some of the guys using the $350 Yaesu radios were less than stellar as far as power and clearity. Some of that was due to poor antenna selection or location, but I think a lot was due to the extra few watts of power out.

All in all I am happy with the F8, but there is way more field testing needed to give it a trusted place in my go bag. One big gripe from me is that it only has 128 memories. That is where the FT-60 shines with its 1000 memory slots.

It can monitor(and transmit) all FRS, GMRS, Marine band and Business Channels although transmitting on some of these is not legal even with an amateur radio license. YMMV

Whats different from the BF-F9v2+: The BF-F9 v2+ has firmware that is older than our current BF-F8HP firmware. In many cases we have rejected batches of firmware – which will get put into different radios “clones” at lower prices. The BF-F9 v2+ is always imported by sea and not air – so by the time it even hits the market for re-sell it is already MONTHS outdated. — The BF-F9 v2+ does not include the high gain antenna, but comes with the UV-5R antenna. — The BF-F9 v2+ has a small 1500mAh battery (our battery is 30% larger) — It does not always include the earpiece for quick communication. — The BF-F9 v2+ includes the old original manual – and does not include our full manual (which is 3 times larger) for operating your new radio.
One word of warning, there is a BF-F9 v@+ available out there, but according to the BaoFeng website is NOT an upgrade, but a vendor adding a new designation hoping to have people think it was a newer model. It is the same unit except it does not come with a high gain antenna(it has the UV-5R antenna) and has the 1500mAh battery not the larger 2000 mAh battery the F8plus come with.
